海南省经济发展与资源和环境调控

本文从海南的资源和环境与经济开发之间的关系,分析了港口、淡水资源、能源、铁矿和热带林在开发过程中可能出现的环境和生态问题及其对经济开发的影响。因而,认为需把海南岛作为一个有机整体看待,提出全岛总体开发优化方案,务求经济、资源、环境和生态效益统一。同时也须根据海南岛各部分资源、环境的特点,确定其发展方向,对海口、三亚、洋浦、八所、清澜和通什6个经济区分别加以讨论,提出其发展方向和需重视的环境问题。

Regulation and Control of Relationships among Economic Development,Resources and Environment in Hainan Province

Considering the relations among resources,cnvironment and economic development in Hainan Province, this paper analyses the environmental and ccological problems and their affections into the economic develop- ment,which will occur in harbor,fresh water rcsourcc,energe,iron mineral and tropical forests during the development.Hainan province must be treated as an integral to regulate and control the relationships among resources,environment and economic development.The wholc optimal projects for devcloping the province should be made to balance among economies,resources,environment and ecology.On the other hand,the de- veloping program should be determined according to the local characteristies of resources and environment. By analysing six economic rcgions,Haikou,Sanya,Yangpu,P,asuo,Qinglan and Tongshi,thc author of- fers some proposals for developing directions and environmental problems which must be taken into account in these areas.
