| Abstract: | The construction of the waste treatment industry system should proceed from actual conditions, and be carried out along the prescribed path, and comply with general principle, i.e, the industry must be guided by government, organized by community, attended by enterprise; the waste must be treated by dischargers, be controlled at sources; the action must be suitable to local conditions, and the resources must be recycled. Furthermore, the material use is prior to energy use, while the material reuse is prior to material recycle. |
