耕地资源等值模型的建立及应用

以耕地基本产出模型为基础，结合我国农业生产中存在隐性失业等情况，提出了符合我国国情的耕地产出模型，并在建模过程中剔除了科技进步因素对产量的影响。从效用原理出发，以一定投入水平和自然条件下的拟合耕地复合产量作为衡量耕地资源质量的标准，从理论上建立了一套完整的评价方法和体系。在此基础上，以江苏省20世纪90年代耕地投入和产出数据为依据，建立了各市的耕地产出模型，并以1999年江苏省平均投入水平为标准，计算了经耕地资源等值化后的人均耕地资源拥有状况。研究结果表明，在耕地资源等值化前后，人均耕地资源拥有水平 出现了不同程度的变化，这种变化的原因在于耕地等值模型不仅考虑了耕地资源的数量，还考虑了耕地的质量，而耕地质量的高低取决人于耕地本身的基础地力和对投入的反馈能力。

A VALUE-EQUALITY ASSESSMENT OF THE CULTIVATION LANDS

Usually the traditional output model of Cultivation lands were set up by using the parameters of capital,labor and some of the quantitative land and/or climate characteristics.In these models,the application of labor is generally considered to be efficient and reasonable and the contribution of labor and capital doesn't abide by the law of degradation return.Besides the relationship between the yield stemmed from land natural characteristics and that from labor and capital is accepted as conflicting while in fact it should be closely linked.Based on these output models an improved model reflecting the hiding unemployment in agricultural production is proposed in this paper.During the modeling process,the influence of technique improvement on the yield was eliminated. According to the theory of utility, the expected yield of cultivation lands under certain economic input and certain natural conditions was used as the standard of the quality of cultivation lands. A comprehensive method and model was set up and the quality and quantity of cultivation lands could both be included. And we also take the cities of Jiangsu Province as an example to illustrate the model and method. The average area of cultivation lands per capita calculated by using the value-equality model differed from that by not using the model. Generally the quality of cultivation land is based on the two factors, one is the basic yield which is decided by the fertility of cultivation lands, the others the feedback ability of cultivation lands to humane input.
