| 摘 要： | 在落实环境总量控制系统优化方案问题上各局中人之间往往存在着众多矛盾和冲突。本文运用决策分析理论,以水环境总量控制为例建立了协调对策原理与方法,提出了对系统整体和各局中人都易于接受的协商谈判所应遵循的基本原则和系统方案。

| Abstract: | In this paper, based on the theory of strategem analysis and an example of the total control of water environment, the theory and method or coordination countermeasures were set up, we also put forth the basic principle and systematic scheme for negotiatiors, which are suitable to be accepted easily by both sides of insiders. |
