我国建筑安全生产管理责任制度的政策评估与完善

综合评价了我国现行建筑安全生产管理责任制度实施的效果及其影响,指出造成当前政策争议的根源在于对事故致因的规律理解不够、对建设单位和监理单位的经济及社会属性认识不清,以及对威慑性(而不是服务性)安全管理手段的偏好。建筑安全生产责任的分配应充分考虑事故致因规律及各方控制能力,制度设计应纳入建设单位作为生产者的属性特征,政府管理应注重激励和引导的监管手段。

Assessment of Safety Policies in China's Construction Industry and Its Improvement

Based on theory study and interview survey to 20 experts,an policy assessment are made for the current safety management polices and both the positive and the negative effects are generalized on the current situation and the future development in construction industry in China.Three root-causes for the argument on government safety management policies are not perfectly understanding the rules of accident causation,not clear about the social and economical nature of both owners and supervisors,and preferring to the minatory methods(not the service methods) in construction safety administration.Safety duty assignment should be based on the accident causes and the stakeholders' controlling capabilities.Meanwhile,safety policy should embody the attribute of taking the owner as one kind of producer,and safety administration should put emphasis on the economics encouragement methods besides the punishment.
