海洋生态环境监测体系与管理对策研究

近几十年来,在国家和沿海各级政府的大力支持下,中国的海洋生态环境监测事业得到了迅速发展,监测体系逐步完善,监测能力显著提高,监测内容不断丰富,为海洋生态环境综合管理积累了海量的基础数据并提供了决策支撑.本文主要综述了中国的海洋生态环境监测体系,从管理体制、机构组成、监测内容等方面进行了介绍和研究,并分析了面临的主要问题,在此基础上提出了强化监测工作管理的对策.

Marine Ecological Environment Monitoring System and Management Countermeasures

With support from governments at all levels, marine ecological environment monitoring in China developed rapidly in recent decades.The monitoring system is gradually improving with the monitoring ability significantly improved.The monitoring contents are continuously enriched.It has accumulated a large amount of basic data and can provide decision support for the integrated management of marine ecological environment.This paper summarizes the China`s marine ecological environmental monitoring system from the perspectives of management system, organization, problems and other aspects in monitoring.Countermeasures for strengthening the management of monitoring work were put forward.
