湖南省地级以上城市集中式饮用水水源环境状况评估与保护对策研究

2015年,以《集中式饮用水水源地环境保护状况评估技术规范》(HJ 774-2015)为依据,对湖南省地级以上城市集中式饮用水水源环境状况进行了评估.结果表明,全省13个城市水源地综合评估结果为优秀;1个城市水源地综合评估结果为不合格.全省集中式饮用水水源地达标率为96.4％,环境管理方面主要存在一级保护区隔离防护工程建设率低、二级保护区整治不彻底、应急管理能力不高、管理制度不完善等问题.针对水源地存在的问题,提出了相应的保护对策,为湖南省城市饮用水水源地保护和环境管理工作提供了科学依据.

Environmental Assessment and Protection Countermeasuresof Centralized Drinking Water Sources in City of Hunan Province

In 2015, the environmental status of centralized drinking water sources in city of Hunan province were assessed according to《Technical Guideline for the Environmental Protection Status Assessment of the Centralized Drinking Water Sources》(HJ 774-2015).The results indicated that the comprehensive assessment of thirteen cities in Hunan province were excellent, while one city was unqualified.The rate of the source water quantity reaching the standard was 96.4％.The main management problems of centralized drinking water sources in city of Hunan province were low construction rate of isolation protection in first-grade protection zones, incompleted environmental governance of secondary protection zones, low emergency response capability and management system imperfect.For these problems, the measures of environmental protection were put forward, which could provide scientific basis for the protection and environmental management of centralized drinking water sources in city of Hunan province.
