中国实现2030年可持续发展目标进程分析与对策

本文基于联合国可持续发展行动网络牵头发布的可持续发展目标指数和指示板报告,对中国实现2030年可持续发展目标状况进行了分析,认为尽管中国的SDG指数在全球整体排名中呈逐步上升趋势,但生态环境相关指标总体依然面临严峻挑战：中国与生态环境相关的目标评级偏低;SDG指数和指示板报告采用的评价指标与中国生态环境保护重点工作关联性不强;中国的统计数据难以满足测量2030年议程的数据需求等。为实现联合国倡议的2030年可持续发展目标,中国应打好污染防治攻坚战,提高环境治理水平,加快建立中国本土化评估指标体系,形成SDGs指标年度报告制,建立SDGs实施机制,建立与2030年议程相适应的统计支撑体系。

The Status and Countermeasures for China's Achievement of the 2030 Sustainable Development Goals

Based on the SDG Index and Dashboards Report led by the United Nations Sustainable Development Solutions Network, this paper analyzes the status about China''s achievement of the 2030 Sustainable Development Goals. Although SDG Index for China is gradually increasing in the global ranking, the indicators related to the ecological environment still face severe challenges, the rating of China''s eco-environment-related targets is low. China''s statistics Data is difficult to meet the data needs of the 2030 Agenda. Moreover, the paper points out that the evaluation indicators used in the SDG Index and Dashboards Report are not strongly related to the key tasks of China''s current eco-environmental protection, which leads to a lower ranking for China contrast to the reality. In order to achieve the UN''s 2030 Sustainable Development Goals, it''s suggested that China should fight well with the pollution prevention to improve environmental governance level; accelerate establishment of China''s local assessment index system and form an annual reporting system for SDGs; establish an implementation mechanism for SDGs, and conduct provincial assessments based on local conditions; establish a statistical support system according with the 2030 Agenda.
