文章从处理装置运行的资金保障入手，运用外在性公共物品－水环境的价值估价方法，采用政府补贴与收益者共同负担的原则，将环境效益转化为装置运行的动力，使其可持续运行下去。

Study of the Sewage Treatment System's Sustainable Operation in Cities

Based on the studies of the running cost endorsement by using the value evaluation approaches of the external common goods water environment, combined with government payment and the pollution pay principle, this paper tries to transfer the environment benefit to the inner power of the systems, then leading to sustainable operation.
