工业园区清洁生产评价指标体系构建与应用

摘    要:我国在重点行业清洁生产评价方面已开展了大量工作,但是工业园区清洁生产评价仍处于起步阶段,需要进一步开展理论研究和实践探索。本研究回顾了工业园区清洁生产评价方法的研究进展,分析了相关学术研究和标准制定存在的不足,基于国家层面已发布的工业园区绿色低碳发展领域相关评价标准,构建了包含6项一级指标和32项二级指标的工业园区清洁生产评价指标体系,并以此对我国华中地区X园区进行评价分析。结果显示, 2020—2022年X园区的清洁生产水平整体呈上升趋势,并于2021年达到了清洁生产Ⅱ级水平,但是距离清洁生产先进水平仍有一定差距。针对清洁生产评价发现的问题,本研究提出了深化固体废物综合利用、改善园区空气质量、强化园区生态建设、完善清洁生产管理机制、加强清洁生产能力建设等对策措施, X园区有望在2024年达到清洁生产先进水平。该评价指标体系在X园区得到了较好的应用,具有一定的适用性和可操作性,可以为工业园区开展清洁生产评价提供参考,并为提升清洁生产水平提供决策支持,促进工业园区减污降碳协同增效和绿色低碳高质量发展。

Abstract:China has carried out a lot of work on the evaluation of cleaner production in key industries, but the evaluation of cleaner production in industrial parks is still in its infancy, and further theoretical research and practical exploration are extremely necessary. This study reviewed the research progress of cleaner production evaluation methods in industrial parks, and analyzed the shortcomings of relevant academic research and standard formulation. Based on the national evaluation standards for green and low-carbon development of industrial parks, an evaluation index system for cleaner production of industrial parks, which included 6 first-level indexes and 32 second-level indexes, was constructed and used to evaluate and analyze the cleaner production level of X park in Central China. The results showed that the overall level of cleaner production in X Park from 2020 to 2022 presented an upward trend, and reached the level of cleaner production II in 2021, but there was still a certain gap from the advanced level of cleaner production. To address the problems identified through the cleaner production evaluation, this study put forward some countermeasures including deepening the comprehensive utilization of solid waste, improving the air quality of the park, strengthening the ecological construction of the park, improving the cleaner production management mechanism, and strengthening the construction of cleaner production capacity. X Park was expected to reach an advanced level of cleaner production by 2024. The evaluation index system in this research has been well applied in X Park, and has certain applicability and operability, which can provide reference for the evaluation of cleaner production in industrial parks, provide decision support for improving the level of cleaner production, and promote the synergistic effect of pollution reduction and carbon reduction in industrial parks as well as green, low-carbon and high-quality development.
