石油企业构建双重预防机制的分析与建议

文章简要介绍了双重预防机制的由来、内涵,分析了新修订的《中华人民共和国安全生产法》关于构建安全风险分级管控和隐患排查治理双重预防机制的法律条文要求,结合中国石油企业生产安全风险防控现状,分析了石油企业构建双重预防机制存在的思想认识不深刻、管理制度和标准要求不完善等问题,提出加强宣贯、培训和交流,完善管理制度和标准,优化安全风险分级管控和隐患排查治理流程与方法等工作建议。

Analysis and Suggestions on the Dual-prevention Mechanism Construction in Petroleum Enterprises

This paper introduced the origin and connotation of the dual-prevention mechanism briefly,the legal requirements of the dual-prevention mechanism construction including hierarchical security risk control and hidden danger identification to treatment in the new“Work Safety Law of the People's Republic of China”were analyzed.Combined with the current situation of production safety risk prevention and control in PetroChina enterprises,this paper analyzed the problems in the dual-prevention mechanism construction,such as not deep understanding of the dual-prevention mechanism and not perfect of the management systems and standards requirements.To solve the problems,the suggestions including strengthening publicity,training and communication,improving management systems and standards,and optimizing the processes and methods of hierarchical security risk control and hidden danger identification to treatment were put forward.
