土壤重金属污染治理新路径研究--以浙江省土壤重金属污染治理基金为例

土壤是生命之本，一旦受到污染，将会严重影响人类的日常生产与生活。基于鲜明的特殊性，土壤重金属污染治理是一项任重道远的社会性工程。来自美国超级基金法立法理念的启发，且基金运行以来成效显著，指引我们探索土壤重金属污染治理创新路径。全国土壤污染状况令人堪忧，而浙江省土壤重金属污染形势严峻亦如是，例如台州、湖州的血铅超标事件。在分析土壤重金属污染频发的原因之后，为浙江省土壤重金属污染治理提出一条可行的进路：构建土壤重金属污染治理基金。

New Perspective to Treat Soil Heavy Metal Pollution---A Case Study by Soil Heavy Metal Pollution Treatment Fund of Zhejiang Province

Soil is the source of life.The contaminated soil will seriously affect the daily production and life of mankind .Con-trolling soil heavy metal pollution is a long and social way to go based on its distinctive particularity .Inspired by the legislative con-cept of U.S.Superfund and its remarkable operation, this paper explores an innovative path of controlling soil heavy metal pollu-tion.Soil pollution situation in entire country is serious, and the situation in Zhejiang Province is also grim, for example, the inci-dent of lead poisoning in Taizhou and Huzhou .After analyzing the reasons for frequent soil heavy metal pollutions , the study propo-ses a feasible path for controlling soil heavy metal pollution in Zhejiang Province———building soil heavy metal pollution fund .
