| 摘 要： | 自从1998年以来，上海就开始关注德国等国家的循环经济发展，把循环经济的概念纳入了上海的环境保护行动计划。当前上海需要进一步把建设循环经济型的城市纳入上海建设世界级城市的战略目标。本文提出了我们对上海为什么以及怎么样建设循环经济型城市的一些看法，并就循环经济理论与实践的一些普遍性问题进行了评论。

| Abstract: | Since 1998,Shanghai has been showing great concern over the recycling-based economic development in Germany and other countries,putting the recycling-based economy into the environmental protection program in Shanghai.Today,to build Shanghai into a city with a recycling-based enmomy needs to be brought into the strategic target of building Shanghai into a world-class city.This articles presents views on why and how to build such a recycline-based economic city,and disousses some general problems about the theories and practices of the recycling-based economy. |
