| Abstract: | On the basis of the interpretation of capacity building for sustainable development (CBSD) provided in Agenda 21, the paper develops a definition of CBSD for the first time by giving a full account of this basic concept and its essential connotation. Besides, a theoretical analysis of the importance, approach and role of capacity building in implementing the strategy of sustainable development is presented. |
