| 摘 要： | 将环境管理融入空间规划,通过科学引导形成规范的空间开发秩序,是从决策源头防止出现重大资源环境问题的根本。国外的一般做法是将环境保护要求作为编制空间规划的重要依据,对环境问题突出的区域进行专门整治,设立专门的保护区域,以及在环境标准中体现区域差异。借鉴国外经验,我国应考虑编制综合性国土规划,制定一揽子区域政策来系统解决区域环境问题,增强环境政策的区域差异性,以及实施环境优先战略。

| Abstract: | It is the foundation of environmental management to integrate the basic environmental requirements into spatial planning. In this respect, the general practices in foreign countries are as follows： 1） to take environmental protection as the basis of spatial plans; 2） to promote the environmental quality of problem areas specially; 3） to set conservation areas; 4） to implement different requirements for different areas according to environmental standards. The instructions to mainland China are： 1） to prepare com- prehensive land plan; 2） to solve regional environmental problems by systematic policy design; 3） to consider regional varieties in environmental policies; 4） to conduct environmental priority strategy. |
