| 摘 要： | 山洪型的小流域洪水灾害,雨量强、历时短、洪水流速大、暴涨暴落具有突发性,对社会经济、人员和财产造成的损失是巨大的。不同于大江大河洪水,难以提前发现其规律进行科学预报预警,已成为提前躲避灾害风险的一大难题。文章从区域规划布局结构观点出发,阐述了预防和躲避山洪灾害的措施与目标、敏感区域环境破坏作用分析,区域生态环境和社会环境的叠加影响,并提出了对策方案优化建议等。

| Abstract: | Small watershed flood disaster of mountain torrents is different from those of big rivers and often rises and falls suddenly and sharp. As an unexpected event, it is becoming a problem of avoiding disaster early. From the point of regional planning layout structure, the paper states the measure and goal of preventing and avoiding the mountain torrents disaster. It also analyzes the disruption to the sensitive districts and puts forward the optimized measures and program. |
