User rights,transaction costs,and the excessive exploitation of internationally shared natural resources

This paper explores the causes of the excessive exploitation and pollution of internationally shared natural resources (as compared to those owned privately or nationally), and gives a survey of the factors impeding effective international environmental regulations (vis‐à‐vis considerable progress at the national levels). Some policy implications of this dilemma are discussed within the Mediterranean context.
