| Abstract: | The basic reasons of controllers in violation of rules are analyzed in two aspects, inner impetus and outer eauses, iruportantly pointing out the critical mental status of controllers in violation of rules and finding out the causes for violation of rules and sone detailed preventive measures are also put forward. |
