摘    要:科学准确的溢油应急评估是合理配置应急资源、迅速提高应急能力、有效降低溢油对海洋生态环境损害的重要途径。本研究综合考虑海上溢油的影响因素和相关法律法规,筛选出海上溢油应急能力的指标体系,通过多层复合运算,确定了适合海上溢油应急处置能力的评价等级,构建了一种基于模糊综合评价的海上溢油应急能力评估方法,并在我国渤海海域和渤海油田验证了该技术的有效性和适用性。该研究成果可为提升我国海上溢油应急能力和应急管理体系建设提供科学依据。

Abstract:Scientific and accurate assessment of oil spill emergency response capabilities can evaluate and plan the allocation of emergency resources, improve oil spill response capabilities, and effectively reduce the damage caused by oil spills. This research proposes an assessment technology of oil spill emergency response capability based on fuzzy comprehensive evaluation method, which comprehensively considers the influencing factors of marine oil spills and the requirements of relevant laws and regulations, builds an evaluation index system for oil spill emergency response capabilities, uses an improved fuzzy comprehensive evaluation method for step-by-step evaluation, and determines the marine oil spill emergency response capabilities level through multi-layer composite operations. The effectiveness and applicability of the technology are verified by taking a certain sea area and an offshore oilfield in Bohai Sea as an example. The research results can provide a scientific basis for the construction of oil spill emergency response capability and emergency management.
