电网规划环境影响评价指标体系研究

摘    要:为了预防电网建设对环境造成的不利影响,从源头上控制污染,最有效的方法之一就是对将要实施的电网规划进行环境影响评价。通过分析中国电网规划的概况,综合考虑生态、经济、社会和环境的关系,在大量电网规划环境影响评价实践的基础上,建立了既能满足环境管理的要幕,又具有可操作性的三级电网规划环境影响评价指标体系,包括对植被的影响等18项具体指标,实现了对电网规划环境影响的定量评价,为电网规划环境影响评价工作提供了参考依据。

Abstract:In order to prevention the adverse influence on environment which is caused by power network building, and control pollution from fountainhead, one of the most effective method is to make environmental impact assessment to the power network plan. Through analyzing the general situation of the power network plan of our country, and considering the relation of ecologic, economy, society and environment, the third level operational indicator system of environmental impact assessment to the power network plan is established, also fit for environmental management, including effect to vegetation etc. 18, realize quantitative evaluation for environmental impact of power network plan, the indicator system based on a lot of work of power network plan environmental impact assessment is established. The indicator system can offer references to environmental impact assessment of power network plan.
