铁路局施工安全管理信息系统的研究与设计

摘    要:针对铁路施工现行安全管理问题,在分析施工各部门间关系的基础上,提出施工安全"检测、检查、整治、回检、复核、考核"闭环管理结构;基于Web-GIS技术和闭环管理思想,研究并设计了铁路局施工安全管理信息系统的构建目标、数据分类、应用层次的划分和系统功能结构。该系统在乌鲁木齐铁路局的应用证明它能够实现施工安全问题的动态追踪和可控,能够强化施工安全的全过程和确保施工安全的总体平衡。

Abstract:Aiming at the current problems of safety management during railway construction, a closed-loop safety management structure including "testing, inspecting, renovating, reviewing, checking and assessing" is put forth by analyzing the relationship among construction divisions. Then, based on Web-GIS(Web-geographic information system)technology and the above closed-loop structure model, the construction goal, classification of data, application-level structure and functions for railway safety management information system is researched and designed. The illustration of this system in Urumqi Railway Bureau shows that this system can achieve dynamic tracking and control of construction safety, strengthen the security of the entire process and ensure the overall balance of construction safety.
