Analysis and Research on Restraining Effect of Law on Polluting Enterprises

Laws and regulations not only have a strong effect on the development of polluting enterprises,but also have a cer-tain effect on it. Under the premise that the development of polluting enterprises is not restricted,we can see that the restraining role of law can promote the establishment of the exit mechanism,the perfection of the financial guarantee system and the perfection of the public participation mechanism. Through the study of the three constraints,the empirical analysis of the influence of the law on the development of polluting enterprises is done. The results of the three different effects are summed up,and the ways to pro-mote the better and faster development of the polluting enterprises are obtained.
