对欠发达地区环境治理的制约因素进行分析,得出环境治理主体的缺失、政府职能的缺陷、资金投入低和环境治理成本高,共同约束欠发达地区的环境治理进展。针对欠发达地区环境治理中的财务难题制定适宜的应对策略,通过平衡和优化政府的财政支出、优化财政支出结构、建立污染税费制度、抑制污染转移和促进房产市场开发等策略,诸多因素共同应对财政缺陷导致的欠发达地区环境治理效果差问题,提高欠发达地区居民的生活水平。

Analysis of Financial Difficulties in Underdeveloped Areas for Environmental Governance

The paper discusses the restriction factors of environmental governance in less developed areas. The problems in-clude the lack of environmental governance units, the defects of government functions, low investment and high environmental governance cost,mutual constraints of underdeveloped regions in environmental governance. It proposed appropriate countermeas-ures for the financial problems in the environmental governance in less developed areas, such as balance and optimize of the government's fiscal expenditure,optimize the fiscal expenditure structure, establish pollution tax and fee system, curb pollution transfer and promote the real estate market development strategy. Joint efforts should be taken to cope with the low poor environ-mental governance effect in less developed areas in a bid to improve the standard of living of the residents in these areas.
