| Abstract: | The background and primary contents of franchise policy which was the new mechanism of sulfur dioxide controlling in thermal power plants were introduced. The important significances of flue gas desulfurization franchise were analyzed. The existed problems in the implementation process of flue gas desulfurization fran- chise and its solution and countermeasures were proposed. |
