利益相关者参与流域水环境管理的研究

中国环境管理过程中存在的问题主要有科学研究停留在水环境管理的认识层面,对于影响利益相关者参与效果的因素以及如何使利益相关者参与到流域水环境管理中来的研究存在不足.为了促进利益相关者参与流域水环境管理,政府应发挥主导作用,完善公众参机制和参与评价机制,通过整合各自不同的视角,协调利益相关者之间的利益冲突,产生更多创造性的方案来提高环境管理的决策质量,同时加强管理措施的实施效果,最终实现利益最大化.

Research onStakeholders Participation in WatershedWater Environment Management in China

Compared with stakeholders' participate in environment management at home and abroad, this paper focus on the process of the stakeholders involving in environmental management in China and discusses the problems and deficiencies.For different stakeholders, such as government, enterprises, public and NGO, there are still different defects in the process of participation in environmental management.Then points out that the environment management process should make clear who are the stakeholders and their interests, analyzes the relationship between the related parties.Also, the government should coordinate the interests of all parties by bringing in stakeholders' perspective.Thus, it can better understand the stakeholders' interest and achieve more effective decision-making finally realizes the benefit maximization.
