About the primary market and secondary market of pollutant emission right

On the basis of analyzing the necessity to establish and improve the pollutant emission right trading market mechanism ,the concept of the primary market and secondary market for the pollutant emission right are put forward. The main difference between the primary market and the secondary market are the different participating entity,different implementation means,different risk and different effect. It points out that the key problems of the primary market for emission right need to resolve is fairness and the key problems of the secondary market need to resolve is efficiency. Several important measures to ensure the fairness of the primary market for the emission right and to enhance the efficiency of the secondary market are proposed. It provides significance reference for China to implement the paid emission right obtainment and emission right trading and to establish the market mechanism for emission right at present.
