| 摘 要： | 现阶段，人类社会不可持续发展的本质在于经济系统与自然系统之间的物质流动发生了滞障，通过分析人与环境所组成系统的物质流动规律表明，可持续发展不仅需要提高自然资源的生产利用率，还需要提高产品的重复利用率与废物再资源化率，最后，对提高三种利用率的经济机制以及它们的实现条件进行了探讨。

| Abstract: | Nowadays,the problem of material flow between economic system and natural environment system becomes the basic source of unsustainable development of human society.After the material flow of man environment system is analyzed,it indicates that not only the natural resource utilization rate,but also the product repeat using rate and the waste recovery rate are required to improve greatly in order to achieve sustainable development.At last,the arrangement of the three rates based on economic cost and the conditions for their implement are studied. |
