摘    要:MORT方法可对企业的安全管理进行评价。讨论如何将MORT定量化.以使评价结果更合理。用层次分析法和模糊数学等方法确定了一般管理因素(M分枝)中各事件重要性的大小,并将MORT与检查表结合,建立了适合我国企业安全管理评价的模型。

Abstract:This paper aims to introduce its author's approach to assessing the difficulties of the MORT application by using AHP and fuzzy recognition on the quantitative basis of MORT-Management Control Factors. The author also connects MORT with SCL, which can be made available to the safety assessment for our national enterprises. In addition, the paper has also presented the concept of hierarchy so as to make the evaluation in close accordance with the actual fact. As we know, the MORT chart contains approximately 1 500 basic items that are arranged into a rather complex fault tree for accident investigation. The chief advantage of the tree is that it helps the fault investigator with deeper insight into the root causes of the accident. The MORT does this by providing a systematic means of evaluating both the specific control factors and the management control factors related to the accident. Since one of the main difficulties related to the method application lies in the confirming of the system state solely based on the limited or less than enough events rather than on the assessment of the respective degree of importance of the different events, the present author suggests using AHP and fuzzy recognition on the quantitative basis of MORT-Management Control Factors.
