摘    要:很多企业的组织架构都是采用以顶层为中心向下辐射、逐层扩大的金字塔型形态,其安生管理模式通常自然形成了金字塔型,具有结构严谨、层级明显、便于监控等优点,但在安全责任落实上因顶层中心与基层一线相距甚远而出现信息传递失真、安全责任落实力度层层衰减等问题,导致安全管理的效果不理想。以推行"一组织一清单、一岗位一清单"的安全责任清单为切入点,探讨基于组织和岗位的平面化管理强化安全责任落实的方法,从安全责任落实去中心化的角度消除金字塔型安全管理模式存在的弊端,并充分利用区块链技术去中心化、不可篡改、开放性的核心优势,开展安全责任清单应用探索,可为企业强化安全责任落实、提高安全生产水平提供参考。

Abstract:The organization structure of many enterprises adopt pyramid mode with top-level as the center and downward radiation,which has the advantages of rigorous structure,obvious hierarchy and easy monitoring.However,in the implementation of safety responsibility,due to the distance between the top level and the grass roots,Problems as information transmission distortion and the attenuation of the implementation of safety responsibility result in the unsatisfactory effect of safety management.Therefore,this paper takes the implementation of the safety responsibility list of "one organization one list,one post one list" as the starting point,discusses the method of strengthening the inplenmentataion of safety responsibility based on the plane management of organization and post,eliminates the disadvantages of pyramid safety management mode from the perspective of decentralized implementation of safety responsibility,and makes full use of the core advantages of block chain technology,such as decentralization,tamperability and openness,to carry out the application exploration of safety responsibility list.It provides references for enterprises to strengthen the implementation of safety responsibility and improve the level of safety production.
