基于GA-SVR-PSO的航运安全投入优化研究

摘    要:随着经济的快速发展,航运安全事故时有发生,造成了较大的经济损失和社会影响。为减少航运安全事故,航运管理部门督促航运企业增加安全投入,造成航运企业的经济负担增加,航运企业迫切需要寻求优化安全投入的方法。提出了一种基于GA-SVR-PSO的航运安全投入优化方法,该方法首先利用GA-SVR模型构建航运安全投入与事故经济损失之间的定量关系模型,然后结合实际投入约束条件构建了航运安全投入优化模型,最后采用粒子群优化(PSO)算法对航运安全投入优化模型进行优化,得到投入约束条件下航运安全投入的最优配置和事故最低经济损失。以Z航运公司2018年安全投入为实例进行验证,结果表明基于GA-SVR-PSO的航运安全投入优化方法具有较好的航运安全投入优化效果,可为航运企业安全投入决策提供可靠的模型依据,提高航运安全投入效率。

Abstract:With the rapid development of the economy,shipping accidents occur from time to time,causing large economic losses and social impacts.In order to reduce shipping accidents,the shipping management department urges shipping enterprises to increase their safety investment,which may increase the burden of enterprises.Therefore,shipping enterprises are eager to find ways to optimize safety investment.This paper proposes a optimization method of shipping safety investment based on GA-SVR-PSO,which uses GA-SVR model to simulate the relationship model between shipping safety investment and accident loss,and then constructs the shipping safety investment optimization model based on the actual constraints of shipping investment.The paper applies the particle swarm optimization algorithm to optimizing the investment optimization model,and figures out the optimal allocation of shipping safety investment and the expected minimum loss under investment constraints.This research uses the shipping safety investment of Z-shipping company in 2018 as an example to verify that the GA-SVR-PSO model has a good effect on shipping safety investment optimization,which can provide a reliable decision-making basis for shipping managers and indirectly improve shipping safety investment efficiency.
