Research on practice and theory of recovery, reconstruction after flood in China

According to the practice of recovery and reconstruction after flood in China, this paper firstly gives an overview of the framework of recovery and reconstruction after flood, then based on the framework, discusses some theories and practice. This paper also clarifies the relationship between recovery and reconstruction after flood and preparing and preventing disaster. In addition, the new framework and process of recovery and reconstruction after flood are presented. The result shows that: 1) recovery and reconstruction after flood mainly include the recovery and reconstruction of life line and production line; 2) all actions taken after the floods in Anhui province and Hunan province show that the key work of recovery and reconstruction is to clarify the importance of the whole plan and ensure funds in proper place, as well as improve the effectiveness of making use of resources; 3) the important work of recovery and reconstruction after disaster is to meet needs for food, shelter, reconstruction and restoration of the affected communities immediately, recover and rebuild the flood destroyed irrigation works, transportation, communication and power infrastructure; 4) according to economic and social development of disastrous area and evaluation of the future flood risk, combination of the recovery and reconstruction work of disastrous area and the whole plan of preventing certain flood risk, can not only remarkably improve the effectiveness of making use of recovery and reconstruction resources, but also improve the ability to reduce the losses caused by flood; 5) study on the recovery and reconstruction after flood is still an important work. As the basic work of improving the disaster management in China, study on the recovery and reconstruction after flood should be the emphasis of disaster management research, and it should be given precedence consideration in international cooperation.
