环境侵权公诉制度构建的若干思考

由于环境污染所导致的纠纷呈现出上升和多元化的发展趋势，环境侵权问题日益严重并逐渐被人们所重视。本文从环境侵权救济的无奈与矛盾入手，对检察机关提起环境公诉制度确立的可行性进行论证，并提出环境侵权公诉制度的初步设计，希望从检察机关公诉权的角度对我国的环境侵救济寻找一条合适的出路。
