基于低碳循环经济的规划环评指标体系的探讨

要解决城市发展与环境问题之间的矛盾,必须走可持续发展道路,建立生态文明的和谐社会。推动循环经济和低碳经济是建设生态文明的必由之路。文章研究国民经济和社会发展规划环境评价在构建循环型城市中的应用,在评价中将循环经济指标纳入到环境评价指标体系,并加入符合低碳经济模式的指标,组成融合了循环经济、低碳经济理念的规划环境评价指标体系。进而以佛山市"十一五"国民经济和社会发展规划纲要为例,运用灰色关联法,探讨所建立的指标体系的应用,分析规划目标的设置是否对佛山"十一五"可持续发展具有导向性作用,分析规划末期的阶段目标和理想目标的贴近程度和差距,并从发展低碳经济模式,构建循环型城市的角度出发,针对存在的问题提出建议。

A Tentative Inquiry into Indicator System of Planning EIA Based on Low Carbon and Circular Economy

With the purpose of building a recycling-oriented town, this paper discusses the implementation of planning EIA with an indicator system incorporating the recycling indicators. As a case study, the 11th five-year plan for economical and social development of Foshan City, Guangdong Province is analyzed, and a model of grey correlation method is used to evaluate whether the plan is appropriate for leading the city to the goal of sustainable development. From the point of view regarding lowcarbon and building recycling -oriented city, the authors put forward suggestion to tackle the problems facing the City.
