摘    要:污水再生利用是解决水危机切实可行的途径之一,加强水质安全保障体系的评价工作对于促进再生水使用的监督和管理有重要意义.根据再生水生产、输配及使用的各个环节,建立了再生水水质安全保障评价指标体系,采用层次分析法求备评价指标的权重,建立了基于2级模糊综合评价方法的再生水水质安全保障体系评价模型,对深圳市莲塘再生水示范基地的安全保障体系进行了模糊综合评价,评价结果与相关检测机构检测结果相符.研究表明:在求各评价指标的权重时,层次分析法具有科学的检验手段,误差较小;采用多层次的定性化与定性化相结合的模糊综合评价方法对再生水水质安全保障体系进行综合评判,避免了人的主观随意性,评价结果更符合实际情况.

Abstract:This paper is to present an innovated comprehensive two-step fuzzy assessment model initiated by developing a system of indicating factors for protecting quality of the reclaimed water through analysis of the hierarchical process (AHP). Under the above background situation, we have taken as a case study the situation of the reclaimed water demonstration base in liantang of Shenzhen in trying to use the given fuzzy comprehensive assessment model. The results of our trial application of the model show that: when weighing the indicators to be assessed, the model has been displaying such virtues as its independence in assessing the diathesis of the subjects, the authorities and their capabilities with minor errors. In addition, the model can be applied by starting from low-level wells, as compared to the water quality at the same level, and then gradually turned to a consequential higher levels. In order to prevent any inconsistencies in the situations to be assessed by way of multi-strata comparison, we have also verified the consistency by the largest eigenvalues. Furthermore, the safety-warranty system of the reclaimed water quality has also been appraised by the fuzzy comprehensive assessment model with the qualitative and quantitative appraisals simultaneously so as to avoid any subjective arbitrariness and agree with the actual water-use circles. From what is said above, it can be seen that the assessment model presented in this paper may have its own reference value to the assessment of safety guarantee system of reclaimed water quality and truly beneficial to the safety production and healthy use of the reclaimed water.
