摘    要:从环境影响评价的角度出发,提出了生态安全评价的概念,阐述了生态安全评价的特点及理论基础,并对在中国开展生态安全评价工作提出了几点建议。

Abstract:The present paper has introduced the concept of ecological safety assessment from the point of view of the environmental impact assessment for the first time. As is often said, problems with ecological environment pollution and damage have become a menace to the survival and the sustainable development of human life. Therefore, the ecological safety assessment has been becoming more and more imperative and naturally attracted more and more attention of the environmental researchers. In the present author's opinion, the so-called ecological safety assessment can be divided into three categories: the retrospective assessment, the conditional assessment and the divinatory assessment. And next, the characteristics and the contents of the ecological safety assessment can also be classified into ecological safety assessment and strategic environmental assessment. The relationship of the two kinds of assessment has also been discussed and analyzed in this paper. Since the key to the ecological safety assessment is the sustainable development, the paper has mainly focused on the search for more effective ways on how to make better ecosystem services to guarantee the sustainable development and the theory of spatial structure with the objective of sustainable development. Finally suggestions have been made on how to implement more practical and effective ecological safety assessment in China.
