| Abstract: | The article elicits that special permission operation for municipal public use bears the conclusion on double law attribute of administrative special permission and economic behavior of civil affairs by analyzing the characteristic of administrative special permission and behavior of civil affairs on special permission operation for municipal public use and tries to bring forward how to handle correctly the method of particularity in the practical operation of the projects. |
