Abstract: | This paper presents a variety of lessons for governments of developing countries about how to begin to operate as new oil producers in the world petroleum market. Lessons, drawn from the recent experiences of currently producing LDCs, are identified for each stage of the industry from exploration and development through procurement and supply to refining and marketing. |
