关于居住区规划环评中限制因素的探讨

在初步设计了规划的环境制约因素指标体系的基础上，利用指标体系进行了《柴河新区分区规划》的环境因素的识别和筛选，对筛选出的跨界因素、社会因素、环境污染、与上级规划的符合性和视觉景观等重要的限制因素进行了分析，并针对识别出的环境限制因素提出相应的对策，规避规划在实施的过程中可能带来的环境影响，为实现区域的可持续发展提供科学依据。

Discussion on Restrictive Factors in Environmental ImpactAssessment of Residential District Planning

Based on the establishment of index system of risk factors for regional planning, the Sub-area Planning for ChaiHe New District was assessed meanwhile some risk factors were identified and pointed out according to mentioned index frame from the aspect of cross-boundary risks, social factors, environment pollution, rationality of superior planning, visual landscape etc, further aiming at environment risks which would emerge during the carrying out of construction projects, relevant countermeasures were put forward.
