| 摘 要： | 自《中华人民共和国环境影响评价法》的实施后,众多学者对战略环评开展的障碍和瓶颈进行了较为深入的探讨,研究大都集中在战略环评的理论分析等内部制约因素上,有关战略环评开展的外部制约因素则鲜有涉及。本研究从战略环评的制度建设（法律、体制和机制）入手,分析战略环评的发展中的法律、组织管理、部门利益和实施机制（责任、监督和保障机制）等方面的问题,并对今后战略环评在法律、体制、机制方面的发展方向提出相关建议。

| Abstract: | Since the implement of EIA Law in 2003,SEA has witnessed significant changes intended to overcome some of the weakness of EIA,and made great progress in research and practice,while institution construction plays a important role in development of SEA in China.This paper attends to recognize some system problems（management organization and institution,department interest,accountability mechanisms,protection mechanism and monitoring mechanism）of SEA in China and make some recommendations for better operation. |
