| Abstract: | This paper discusses the restrictive factors of the urban environmental strategic objectives and takes Shengyang city as a case study. Based on the analysis of the main functions and environmental problems in Shengyang, the paper sets forth the restrictive foctors of the urban environmental strategic objectives of Shengyang in 2000, and puts forward measures to implement these objectives. |
