摘    要:为提升城市突发事件现场应急指挥能力,通过分析城市现场应急指挥能力影响因素,构建城市现场应急指挥能力影响因素与突发事件应急指挥效果结构方程模型,并采用SPSS和AMOS软件对北京市现场应急指挥能力进行研究。结果表明:应急指挥统筹决策对应急指挥能力影响相对较大,应急指挥对象影响相对较小;应急指挥体系建设对应急指挥统筹决策影响相对最大,其次是应急信息平台系统。城市应综合考虑各因素间相关关系,有针对性地提高应急指挥能力。

Abstract:In order to improve the urban on-site emergency command capability,the influencing factors of the urban on-site emergency command capability were studied and analyzed,then a structural equation model for the factors of the urban on-site emergency command capability and emergency command effect was constructed,and the on-site emergency command capability of Beijing was analyzed by using the SPSS and AMOS software.The results showed that the overall decision-making of emergency command had relatively greater influence on the emergency command capability,and the influence of the emergency command object was relatively small.The construction of the emergency command system had the relatively greatest influence on the overall decision-making of emergency command,followed by the emergency information platform system.The cities should consider the relationship between various factors,and improve their emergency command capabilities in a targeted and comprehensive manner.
