供水系统地震韧性评价关键问题分析

摘    要:通过搜集国内外关于韧性问题的百余篇文献,对韧性的含义、评价方法进行归纳分析,总结其中的关键问题。通过文献调研发现,目前对供水系统地震韧性的评价方法分为两个方面,一方面是基于供水系统抗震性能,即系统本身抵抗、吸收地震灾害的韧性水平进行评价;另一方面是基于供水系统震后恢复能力,即恢复时间、恢复程度、恢复路径和投入资源的韧性水平进行评价。结合以往对供水系统地震安全性及震后恢复能力的研究成果,提出了供水系统地震韧性的含义应该包括地震安全性和震后恢复能力两方面内容。评价方法也从地震安全性和震后恢复能力两个角度入手,给出了综合多项评价指标的评价模型框架,并指出供水系统地震韧性评价性态标准应当与现行的抗震规范及设防标准等的要求相匹配。

Abstract:We collected more than one hundred papers about resilience at home and abroad,summarized and analyzed the meaning and evaluation methods of resilience,then summarized the key problems.Through papers research,we found that the current evaluation method for the water supply system earthquake resilience is divided into two aspects,on the one hand,it's based on the seismic performance of water supply system,the system itself to evaluate the resilience,absorb the earthquake resistance level.On the other hand,the assessment is based on the post-earthquake recovery ability of the water supply system,namely the recovery time,recovery degree,recovery path and the resilience level of resources input.Based on past seismic safety of water supply system and post-earthquake recovery ability of research,put forward the meaning of water supply system in earthquake resilience should include two aspects of seismic safety and post-earthquake recovery ability.From seismic safety evaluation method also and post-earthquake recovery ability two angles,this paper gives a comprehensive multiple evaluation index framework of evaluation model,and points out that water system earthquake state resilience evaluative criteria should be and the requirements of the current seismic code,and the standard to match.
