应急预案评估方法研究

结合模糊评估理论的多级评估方法,对突发事件处理过程中的应急预案进行综合评估,提出突发事件应急预案评估的一级模型与二级模型,并针对模型给出相应的评判函数。预案的整个评估过程由一级评估模型和二级模型共同来完成。将一级评估所得到的结果作为二级评估的评判向量进行再一次评估,对所得结果进行规一化、正规化处理之后得到相对应的评估数据。经过评判函数对结果进行处理而得到针对某类突发事件应急预案的评估结果。实验结果表明,将多级模糊评估方法用于应急预案评估可得到较为理想的结果。

Fuzzy Evaluation Model of Emergency Plans

The first order model and the second one for emergency plan evaluation are put forward as well as their corresponding evaluation function. The whole emergency evaluation process includes the first order model evaluation and the second order model evaluation,the result obtained by the first order model will be taken as the evaluation vector of the second order model and evaluated again with the second model. Then,the result will be normalized and the evaluation data is gained. Finally,through a processing on the evaluation data with evaluation function,the evaluation result of some kind of emergency plan is obtained. Experimental results show that the evaluation method presented can get better results for evaluation of emergency plan.
