| Abstract: | In the southeast poor areas of Gansu Province,human resource development lagged behind,which was constraining the economic rapid development.In order to control the population quantity,advance the education development and the urbanized advancement,optimize the human resources disposition and the incentive mechanism strategic countermeasures of human resources development became the inevitable choice for promoting regional economic development. |
