饮用水源地不同生态补偿方式探讨与比较

多年来,开展饮用水源地生态建设与保护更多注重工程性措施维护和改善,却忽略了开展水源保护给当地政府和居民带来的经济损失和利益影响,造成保护区发展受到限制。饮用水源地生态补偿旨在对利益受损者的利益补偿与恢复,调动保护区政府和居民开展生态保护的积极性,避免水源保护活动中人为因素的影响。进一步明确了饮用水源地生态补偿主体、客体及补偿对象,对不同补偿方式开展比较,对中国饮用水源地生态补偿方式提出建议。

Discussion and Comparison on Different Eco-compensation Mode of Drinking -~- Water Source

Over the years, ecological construction and protection of drinking water sources paid more attention to maintenance and reformation of engineering measures, but ignored that the development of water protection has brought economic loss and profit influence to the local governments and residents, and has limited the development of the protection zones. Eco-compensation of drinking water source aims to compensate and recover profits to local governments and residents, mobilizing the enthusiasm of carrying out ecological protection among the local government and residents. The influence of human factors in water source protection activities should be avoided. This paper further clarifies the main body, object and target of eco-compensation to drinking water source. Different compensation modes were compared and suggestions to Chinese ecological compensation modes to drinking water source were put forward.
