红河州经济与环境协调发展规划研究

制订规划始终坚持以经济建设为中心，以区域污染物排放总量控制为基础。在深入研究规划区人口、资源、经济与环境间的相互作用、影响、协调和动态平衡规律的基础上，采用层次、主组元、模糊聚类和专家判别等分析方法，线性规划和混合整数规划方法，定性与定量相结合地进行环境区划，按三个层次把全州划分为３个环境大区，７个亚区和２４个小区，合理布局生产力。为达到规划的环保目标，应进行５个方面的综合整治，并获得组织、资金投入、法规制度等保证和技术支持。

Economic and Environmental Coordination Planning of HongHe prefecture

Based on the total amount controt of the pollutant,the planning adhered to regarding the economic development as the start point.On the basis of studying the interaction between the human,resources,economy and environment,the whote prefecture is divided into three levels-3 big environmental area,7 subareas and 24 small areas by the way of qualitative and quantitative analysis,linear programming and mixing round number programming and so on.To get to the destination,we need the capital,managerial and legislative support and the comprehensive treatment in 5 aspects.
