利用攻坚计划行动方案所涉及的污染源排放清单和扩散模型计算了环境中的污染物浓度，并将污染物浓度／人口分布和剂量一反应函数联系起来，根据方案实施前后污染物排放量的变化，分析对人体健康影响的变化，将损害的减少程度进行货币化计算，继而将影响成本和削减方案成本进行比较，评估方案的效益。

Based on the pollution source list in BenXi Environment protection planning, Pollutants concentration was computed via dispersion models, further the pollutants concentration, distribution of population and the function of total amount of pollutants and risk level were took into account in pollution risk evaluation, on the other hand the pollution risk to human health was assessed in terms of the pollution fluctuation of fore-and-aft implementation of the environment protection planning . in addition in order to evaluate the planning, the pollution risk to human health was monetized and the monetized expenses were compared with the cost of the implementation of the mentioned planning.
