摘    要:为了更准确合理地研究企业环境行为评价体系,从企业环境行为的特点与现状着手,对企业环境行为安全要素进行了梳理和分析,采用层次分析法确定主观权重、范数灰关联度确定客观权重,再用最优组合赋权算法将它们合并为组合权重。从"驱动力-压力-状态-影响-响应(DPSIR)"模型框架出发,构建了企业环境行为安全评价模型和评价指标体系。以武汉地区的企业为案例,将企业环境行为评价结果与专家实测评价结果进行比较,验证了评价指标体系的有效性。2016年,在该地区100家企业的环境行为评价中,被判定为绿牌的企业有10家,蓝牌的有14家,黄牌的有55家,红牌的有13家,黑牌的有8家。这表明当地大部分企业环境行为处于临界安全状态,当地企业应加大环境行为防治力度,从而保障生态安全,促进经济社会可持续发展。

Abstract:The paper intends to make a review and analysis over the enterprise environmental safety performance from the current characteristic features and the current status-in-situ of their business performance.The purpose of the paper is to establish an environmental business performance indicative system and evaluation model in combination with the DPSIR (Driving-Force-Pressure-State-Impact-Response)" model including the 25 evaluation indicators,such as the asset return,the profitability and the sewage treating and purification rate.In the paper,we have also put forward an analytic hierarchy process (AHP) in organic combination with the clear-cut qualitative and quantitative analysis method so as to work out the evaluation results more accurately and reasonably through the analysis of the factors involved in the related problems more thoroughly.At the same time,efforts are also to be made oriented to establish a more regular and reasonable weight distribution of the said indicators.It is just for the said goals that we have adopted the analytic hierarchy process to determine the subjective weights of the corporate environmental behaviors and the objective weights via the norm gray relational degree and the optimal assessment method so as to optimize the main objective weights by taking the environmental performances of the enterprises in Wuhan as the case study sample.In addition,we have also compared the results under study with the results gained from the expertise assessment.Thus,the results gained from the above investigation and analysis demonstrate that the method we have adopted is well in accord with the actual situations of the enterprises in Wuhan,which tend to be more objective,accurate,as well as more reliable and operational.Among the 100 enterprises in Wuhan,where we have investigated their environmental performance in 2016,10 of them have been assessed of the green card level,14 of that of the blue cards,and the other 55 enterprises relegated to the yellow card level.Besides,13 of the red card level,with the other 8 being put into the black card level.Therefore,generally speaking,most of the local enterprises can be said remaining in a critical state of environmental safety.Hence,it is also necessary for the local enterprises to be vigorously promoted to pay serious attention to the cleaner production with the prevention and control measures for environmental protection to ensure the ecological security and sustain the social-economic development.
