滇西北"三江并流"区劳动就业研究

正在申报世界遗产的“三江并流”风景各胜区,涉及滇西北的16个少数民族聚居县,位于著名的横断山“纵谷”区的核心地带,是世界上生物多样性和民族文化我样性极为丰富的地区之一,区位特殊,环境复杂。由于自然条件恶劣等多因素综合作用,经济发展水平参差不齐,总体较低,是贫困面广的欠发达地区。在人口稳步增长的同时,就业人口绝对数和相对数都有较大增加。到2010年,该区各市县就业人口比重将由1990年的1/2左右上升至2/3左右,已远远起过社会能提供的就业岗位数而将成为一个严重的社会问题。面对西部大开发和长江上游天然林禁伐等机遇与挑战,通过对项目区发展状况的分析,提出了解决就业问题的对策,主要为：大力发展私有经济;以职业技术教育为首选开发人力资源;采取多极发展模式,优先发展地（州）政府所在地;尤其要大力发展具有比较优势的、以旅游业为龙头的第三产业;强调转变择业观念,引导多种选择,包括异地搬迁扶贫开发等。

STUDY ON EMPLOYMENT IN "THREE RIVERS FLOWING ABREAST" ISTRICT OF NORTHWESTERN YUNNAN

Famous scenic spot named "Three Rivers Flowing Abreast", which includes 16 minority nationality counties in Northwestern Yunnan, is one of the richest districts of biology, nationality, and culture diversification, and is applying for world heritage. The location is particular and the environment is complicated. Due to synthetical factors such as worse natural conditions, it is not even a developing district of extensive poverty, and the level of economy development is not uniform. While populations steadily increas, the absolute and relative number of employed population will rise. By 2010, the proportion of employed population will rise to two thirds from one-second in 1990.It will be a serious social question because of much less employment posts provided by the district. The countermeasures of solving employment are put forward through analyzing development of the district. Mostly,plans of solving occupations are brought up, such as developing vigorously private economy, exploiting manpower resources in the first of professional technic education, adopting diversified development mode and developing firstly the seat of prefecture (autonomous prefecture) government, developing vigorously the third industry, especially more super tourism, at the same time emphasizing to change the idea of choosing profession, to induct diversified choosing, including moving to other places and supporting the poor, etc.
