三峡二期工程与湖北的机遇和挑战

１９９７年１１月１８日，三峡工程大江截流成功，标志着第一期工程结束、进入第二期工程实施阶段。长江三峡水利枢纽具有防洪、发电、航运和供水等巨大综合效益，是跨世纪特大型水利工程。它的建设，不仅对我国能源秘至整个经济布局产生极大的影响，而且对湖北长江经济带的形成与发展具有决定性的意义。

THE SECOND PHASE OF THE THREE GORGE PROJECT AND THE OPPORTUNITY AND CHALLENGE OF HUBEI

The successful damming of the Yangtze River on November 8,1997 indicates that the first phase of the Three Gorge has been completed and the second phase of the project has begun.This article reviews the development of Hubei Province and its services to the project in the first phase and analyses the opportunity of construction and developing the economic zone along the Yangtze River.Suggestion as to seize the opportunity,continue to advance and promote the development of the economic zone is proposed.The Three Gorge project is one of the largest projects in the world with huge investment and longest construction period within the boundaries of Hubei.Both opportunity and challenge are existing:the resettlement work should be carried out well and the reform should be deepened,the economic structure of Hubei should be readjusted;the regional economy should be reinforced centering around the project,industry,agriculture,communication,transportation as well as should be promoted.Hubei should allow full play to its advantageous condition and make greatest contribution in the construction of,and services to,the Three Gorge project.
